Expanding Secondary Education Financial Support Across Odisha
In a major initiative designed to eliminate learning barriers and reduce secondary school dropout rates, the Odisha Cabinet approved a dedicated five-year scheme to distribute free textbooks to Class 9 and 10 students enrolled in government and government-aided schools. The decision was cleared during a Cabinet meeting presided over by Chief Minister Mohan Charan Majhi in Bhubaneswar.
Announced by Chief Secretary Anu Garg during a post-Cabinet press briefing, the ₹284.07 crore initiative expands educational material subsidies to all secondary students regardless of socio-economic category.

Universalizing Textbook Provisions to Prevent Secondary Dropouts
Prior to this policy decision, free textbook distribution in Odisha was primarily restricted to elementary grades and specific reserved categories, such as Scheduled Caste (SC) and Scheduled Tribe (ST) students in higher classes. The new cabinet decision bridges this gap by bringing all remaining Class 9 and 10 students under the free distribution umbrella.

Complementary Cabinet Decisions for Youth and Infrastructure
The textbook scheme was among 16 major proposals cleared across 11 departments during the Cabinet meeting. Other key approvals included the Dakshyata Vikas Yojana—a ₹450 crore youth skilling and employment framework—and a ₹500 crore urban stormwater drainage management programme aimed at curbing waterlogging across municipal centers.
